Arbitration Experience: He participates in arbitrations as Chairman of the arbitral tribunal. He has experience in cases relevant to franchising, fiscal protection of foreign funds and leasing disputes.

Education: Law Degree and Degree in Economic and Political Science from the University of Athens, Master’s Degree in Public Law from the University of Paris II.

Professional Career: Filoktimon Arnaoutoglou served as a judge at the Council of State from his appointment in 1975 until his retirement in 2015 as the Council’s Vice-President.

He is Chairman of the Hellenic Institute of Administrative Sciences, alternate member of the Board of Directors of the International Institute of Administrative Science, member of the M. Stasinopoulos Foundation and certified mediator by the Ministry of Justice.

He has authored legal works: Interim Measures in Law No. 3886/2010 (2011),  Τα ασφαλιστικά μέτρα του Ν. 3886/2010 (2011), “Model” or “Pilot” trial before the Council of State (2012). Several articles and comments by F. Arnaoutoglou have been published in the legal press.
