Professional Career: Since 1992, he is Professor of Administrative Law at the Law Faculty of the University of Athens and since 2013, he is Yorke Distinguished Visiting Fellow of the Faculty of Law of the University of Cambridge.

Since 1974, he is Attorney at Law at the Athens Bar Association and since 1985 Attorney at Law at the High Court and the Council of State of Greece. Since 1990 he is senior partner at the Law firm “Flogaitis – Pamboukis – Sioutis & Associates” and since 2007, Director of the European Public Law Organization.

He is former President of the United Nations Administrative Tribunal, former Acting Minister of Interior of Greece (in 2007 and in 2009), former Alternate Foreign Minister for European Affairs (2015) and former Judge at the Supreme Court of Greece.

He was awarded with the distinction of Chevalier de la Légion d’Honneur of the French Republic and the distinction of Cavaliere dell’Ordine di Merito of the Italian Republic.

He is Vice-President of the Appeals Board of the European Space Agency and Vice-President of the Organization of Intellectual Property. He is member of the committee for the Codification of the Hellenic Environmental Law and of the Committee for the Codification of the Hellenic Law of Public Works. He is also member of the Appeals Board of EUMETSAT and of the Appeals Board of the European Centre for Medium-Range Weather Forecasts. He has been President of the Committee for the Competences of Local Government and of the Committee for the codification of the administrative procedure.

He is author of many publications in the field of public law: The Evolution of Law and the State in Europe – Seven Lessons, Administrative Law (co-author), Public Contracts, Cases and Materials in Administrative Law, The Greek Administrative System, Administrative Law et Droit Administratif, Contemporary aspects of state interventionism, Fundamental concepts of administrative organization, Système vénitien de successions ab intestat et structures familiales dans les îles ioniennes and La notion de décentralisation en France, en Allemagne et en Italie. He is co-founder and co-editor of the reviews Environment and Law, Energy and Law, Critical review of legal theory and practice and European Review of Public Law.

He has participated in numerous international seminars and conferences on administrative law and he has published a great number of articles.
